Indeed that is a very very good question!!! It is NOT confusing and it is NOT a bad question. Goodness what an opportunity.
Rev. Paul R is in a corner so rather than answering the question he changes it. He is skipping the question.

So then forgiveness therefore is not distributed without repentance for it is the means of grace that creates repentance and faith. What is so hard in answering that question?
What is happening to him is like the Federal Visionaries of Calvinism. This group comes very close to the Lutheran view of the Supper but could not quite make it to the finish line and land on the Lutheran side. Why? Their ankles are chained to Calvin's separation of the Supper from the Holy Spirit. The influence is just too great because that would mean they are no longer Calvinists.
IMHO, this is similar to what is happening here. Rev. R. does not like to answer, because his ankles are tied to the poles of UOJ.
