ELCA Merger of Maywood-Seminex-Augustana-Suomi-Central Seminaries -
On Probation, Near Insolvency

when completed. Various cooperative relationships
have not worked out, such as McCormick Reformed Seminary. LCTC also has cooperative ELCA relationships with Wartburg in Iowa and Trinity in Columbus.

Lutheran School of Theology at Chicago status changed
from “Accredited” to “Accredited – On Probation”
Effective: January 17, 2018

The Higher Learning Commission (HLC) has placed Lutheran School of Theology at Chicago in Chicago, Illinois, on Probation. HLC took this action because it determined that the College does not meet HLC's Criteria for Accreditation related to financial resources.

Probation is a sanction meaning that an accredited institution is no longer in compliance with one or more of HLC’s Criteria for Accreditation. The period of Probation is not more than two years.

What Probation Means for Students
While on Probation, the College remains accredited, and it has the opportunity to remedy the issues that led to the sanction.

In most cases, other institutions of higher education will continue to accept the institution’s credits in transfer or for admission to a higher degree program. All colleges and universities define their own transfer and admission policies.

Students should contact any institution they plan to attend in the future so they are knowledgeable about the admission and transfer policies for that institution.

Noted Criteria for Accreditation
HLC concluded that the College does not meet the following:

  • Criterion Five, Core Component 5.A, “the institution’s resource base supports its current educational programs and its plans for maintaining and strengthening their quality in the future
HLC concluded that the College is at risk of not meeting the following:
  • Criterion Five, Core Component 5.C, “the institution engages in systematic and integrated planning”

Next Steps
The School is required to provide evidence that it has addressed the issues that led to the sanction no later than March 1, 2019 in preparation for HLC’s on-site evaluation no later than May 2019. In November 2019, the HLC Board of Trustees will determine whether the institution has demonstrated that it is in compliance with the Criteria for Accreditation and whether Probation can be removed.

• The School has had significant financial challenges over the last decade, and while some progress has been made toward financial stability, operational expenses continue to exceed revenues, and the School has increasingly depended on its line of credit to fund operations;
• The School anticipates borrowing an additional $1.6-$1.7 million for 2018 and is exploring adding an additional $6 million to its existing line of credit; and 
• The School’s strategy for its $100 million comprehensive campaign, which includes retiring its debt, meeting its operational needs without going into deficit, avoiding future use of its line of credit, and funding both endowed faculty positions (to reduce pressure regarding salaries) and scholarships (to reduce the need to increase tuition), is not persuasive without comprehensive planning to assure the viability of the School and its programs for the future, as a means on a long-term basis of bringing its operations into balance and of assuring that the School has adequate resources now and in the future to sustain and improve its quality.

GJ - Imagine this. I was completing a degree in classics at Augustana College in Rock Island, and planning to wed the future Mrs. Ichabod. The Augustana Seminary merged with LSTC, without moving for several years, and most of the students finished at the new school in Chicago. 

My intuition was - a merged school will be a disaster, so we drove off to Waterloo Lutheran Seminary in Waterloo, Ontario. I was very impressed with the dean, Dr. Ulrich Leupold

Funny how various seminaries could exist 45+ years ago, even tiny ones, and now the ELCA-WELS-ELS-LCMS seminaries are limping down the road like PT Cruisers with a broken axle - albeit with plush salaries for the professors, gigantic tuition costs for the seminarians.

At Mordor, WELS Professor Frosty Bivens (who did not go to Fuller Seminary) said tuition was a three-legged stool. One part comes from school funds. One part comes from the student. One part comes from a rich relative. "Ask your rich uncle or granny for the third part."
